Borrowed power is mostly designers and programmers whereas cosmetics is mostly artists (I assume some programming if there's some debugging to do, but mostly character artists).

They must be losing potential profit putting store items on the trading post for free. Only thing that makes sense to me is they are going to find a way to make actual money off trading tender or somehow turn the trading post into a bought battle pass. I don't know if there's a direct causation, but it seems to me like they're spending no time on borrowed power and more on cosmetics and systems that have a longer lifespan (trading post not being expansion specific).
